I have dual citizenship: American and French. I am considering moving to France permanently . My medical insurance is Medicare and Tricare for life. Medicare is not accepted in France. Can I apply for French government medical insurance with my Tricare for life. Also, inheritance? I want to give my money to charity and not my children. Will my American testament be honored in France? Thank you. Monique

I am a retired American trying to move to France. As a retired government employee, I have full healthcare coverage wherever I live. I submitted documents for my long stay visa but received an email back from the embassy requesting a document proving healthcare coverage, beyond what I already submitted. They want a document that states; Full coverage for all health treatment including emergency medical repatriation and specific dates of coverage. My standardized letter from Anthem does not state this and does not fulfill the requirement from the French embassy. I am checking into one year International health policies but they are insanely expensive ($1k + per month.) It seems I cannot get over this hurdle. Can anyone advise me on how they overcame this issue? I don't want to give up on France but I might have to which breaks my heart.

Hello, I am an American, own a home in France and apply and receive a long stay visa, yearly. I am looking into solar panels for my home through EDF. In order to get 0 interest financing, they are requesting a 10 yr residency card. My understanding is that I apply for this at my local prefecture. So my question is, is this just a matter of completing some paperwork or are there specific whoops to hurdle. And for me, is there a down side to getting the 10 yr residency card. I am retired. Thank you, Michael

I learned I had been granted a carte de sejours early this year ( although it was apparently processed in October last year.) I plan on living in France in the house I have owned for 20 years. I had been part time holiday letting the property over much of this time up until August this year. I no longer will be doing this as I intend to live here more permanently now. This French tax year I will not have stayed longer than 5 months so I don’t think I need to submit a tax return, do I? However, even though I will not have an income as of now but will be staying longer than 6 months of the year in France from next year am I required to submit a tax return in France.? Thank you, Penelope

If you have any intention of getting residency (or citizenship), it seems that filing taxes is part of that. Some countries have tax agreements to avoid double taxation. You should really consult an expert now that the idiots on the internet have weighed in ;)

Hi Penelope, All French residents must by law submit a tax return every year, regardless of whether they have taxes to pay in France or not. While it is not clear from your question where you are resident, if you are possession of a Carte de Sejour, which is a residency card, then this would indicate that you are resident in France and therefore need to submit a tax return in France. Kind regards, Zoe

Hello, I am an American and British passport holder currently residing in Spain. I hold a renewable 5 year Spanish Residency Permit that expires in December 2025. My question is as follows, as a holder of a Spanish Residency Card who wishes to relocate and reside in France, is it correct to assume I have an exemption from having to apply for a French Long Stay Visa to move to France with the intention of applying for residency? The French Visa site, I believe, shows I am exempt but I am looking for confirmation of this situation. Any assistance is greatly appreciated, kind regards, Steven.

Good morning Steven, I am unable to answer your question but my wife and I are in exactly the same position. We are long term permanent SPANISH RESIDENTS (31 YEARS) and have purchased a house in France and wish to change our residency. We have just returned from the UK and will be here in France for the next few months. As Spanish residents do we have to leave France after 90 days ?. Once having applied for a Carte Sejour are we affected by the 90 day rule? Can anyone help clear up this "grey area" Many thanks

Can you have a carte de sejour if you work full time in UK, pay tax in UK and have no property in France. Also spend less than 30 days per year in France?

Hi Leonard, A Carte de sejour is a residency card and therefore is for residents of France. If you are a permanent resident of the UK, you shouldn't have a Carte de Sejour. Best regards, Zoe

It's always been my understanding that you can do upto 90 days within 180 days which can be done twice but that's with a period of 90 days in between each one. You can't do more than a total of 180 days in each year. This is of course for people not in the EU or no longer in the EU.

As this gift is given by a UK donor to a French tax resident, we have to look at the tax rules of both countries. Unless there is a tax treaty, the French tax authorities will usually tax gifts if the beneficiary or the donor are French tax residents or if the assets gifted are located in France. However, the French tax authorities allow some tax-free amounts to be given to relatives every 15 years. Some presents are also exempt from inheritance taxes. The French tax authorities will also only tax gifts to a donee who has been living in France for at least 6 years out of the last 10 years. As you moved to France in 2019, there should be no gift taxes on this gift by a UK donor. Even if no tax applies, this gift should be declared to the French tax authorities. UK inheritances tax rules will apply. The UK does not tax gifts made to help an individual with his living costs. The following conditions must be met: the amounts given must be regular payments which the donor can afford after meeting his own usual living costs and these payments must be made from the donor’s regular monthly income. In addition to these payments, your donor can give you up to £3,000 each year tax free. This annual exempt amount would have to be split if your donor wants to give money to several individuals. The payment can go up to £6,000 if the donor has not made a gift in the previous tax year. If the amounts given do not meet the above conditions with regards to UK inheritance taxes, then the amount will be a potentially exempt transfer. UK inheritances taxes may be due if the donor dies within 7 years of the gift.
